It really is pretty simple, dont use lead in paint, do not put in parts that can be swallowed and cause choking, don't make anything sharp that can cut, don't make anything that will burst into flame, don't make anything toxic and/or poisonous. I used to be angry about seeing thing like Caution Hot on coffee cups and warning do not ingest wrapper on some food packaging, but I guess some people really are not all that bright and it looks like a good proportion of them work in toy manufacturing.
